The Supervisor Construction Services oversees employees engaged in end-to-end processes in support of work prioritization, resource capacity planning, and construction support activities with a multitude of organizations as necessary prior to and during construction of customer requested work and planned/unplanned system work. The ideal candidate monitors and utilizes performance management information to drive operational excellence. It is imperative that this role ensures consistent application of PSE processes and standards. This role is responsible for delivering excellent customer experiences by removing obstacles, coaching employees and working closely with the service provider and other PSE departments to resolve issues. Assists in development of regional work priorities, resource plans, budgets, performance management metrics, and company goals and objectives.

JOB REQUIREMENT:

JOB RESPONSIBILTY: • Provides employees with coaching, feedback, developmental opportunities and builds effective teams.



  • Collaborates with service providers and internal PSE teams to achieve operational excellence.

  • Provides direct and matrixed leadership and strategic direction to meet the company's current construction, maintenance and development needs.

  • Drives continuous process improvement and change management functions.

  • Oversees the development of departmental policies and procedures and provides leadership in integrating new and evolving ideas and processes.

  • Assists in development and management of department budget and goals.

  • Supports emergency response work as requested including immediate and extended restoration efforts. Performs other duties as assigned. MINIMUM QUALIFICATIONS:

  • BS in Engineering, Project Management or Construction Management, or Journey Worker Certificate, or equivalent combination of education and appropriate technical field and construction management experience.

  • Theoretical and practical knowledge of electric and/or gas distribution systems and construction and maintenance practices, including first-hand experience with preconstruction activities such as field design, project leadership, contract management, cost estimating, job package requirements, constructability and crew scheduling.

  • 5 years proven construction and/or project management experience with 2 years at a gas and/or electric utility

  • Ability to read and interpret complex CAD, construction prints, maps and one-line diagrams.

  • Demonstrated excellent customer relations skills including problem solving and conflict resolution.

  • Ability to communicate effectively, orally and in writing, with a wide variety of individuals and groups internal and external.

  • Strong business acumen including the ability to organize, evaluate, prioritize, and complete work on time and within budget.

  • Demonstrated skills leading collaborative efforts with a wide range of internal and external customers and staff.

  • Proven ability to successfully develop personnel

  • Ability to interpret/use/translate applicable statistical/business/operational data in order to make effective business decisions and/or produce metrics.

  • Passion for continuous improvement


DESIRED QUALIFICATIONS:


  • Project Management Professional Certification Computer skills including SAP, PSE maps/Tensing, Business Objects and similar

  • Knowledge of NERC (North American Electric Reliability Corporation) standards, and National Electrical Safety Code (NESC).

  • Experience with financial management or budgeting

  • Knowledge of rates, tariffs and project accounting

  • Previous supervisory experience
