Raytheon's Intelligence, Information, and Services (IIS) is seeking a Sr Program Control Account Manager in its Growth & Innovation group to support the IIS QATAR Contract.

The Control Account Manager (CAM) will participate in the control of costs and schedules on contracts requiring a validated cost/schedule control system.

The candidate will be responsible for end to end analysis and reporting of program cost, schedule, and technical execution supporting the Finance, Program and Technical Leads of the assigned program.

The CAM is a valued program partner, dedicated to providing expert EVMS execution and program continuity by proactively transforming data into knowledge and utilizing that knowledge to achieve program success.

The Control Account Manager uses the Earned Value Management System as a way of controlling the performance and profitability within the organization. ●

Responsible for preparing detailed scope of work and schedules for the work and cost estimates. ●

Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. ●

Participates in the preparation of budgets and schedules for all contract work. ●

Ensures adequate funding availability by maintaining accurate records of expenditures. ●

Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines. ●

Responsibilities will also include analysis and development of programmatic financial reporting requirements including performance measurement, Variance Analysis, Estimates To Complete (ETC), weekly and monthly monitoring of actual costs incurred against budgeted projects, preparation of Management Review Packages, and involvement with special projects. Facilitate process improvement activities and ensure program audit readiness. ●

Interface with external customers and provide Integrated Baseline Review, Joint Surveillance Review, and EVMS surveillance expertise support as required. Serves as a consultant to management and special external spokesperson for the organization on major matters pertaining to policies, plans, and objectives. ●

Serve as the conciliate and champions earned value compliance between program leads, program office and functional support organizations.

Required Experience, Knowledge, and/or Skills: ●
Bachelor degree with 7 years of related experience ●

Experience preparing detailed scope of work and schedules for the work and cost estimates ●

Experience preparing of budgets and schedules for all contract work ●

Strong PC skills - MS Office programs (Word, Excel, PowerPoint). ●

Self Starter with strong problem solving and analytical skills. ●

Significant Earned Value Management and Program Controls Experience.

Desired Experience, Knowledge, and/or Skills: ●
Experience with Microsoft Project, SAP, or other scheduling/cost tools ●

Business related experience working with government or DoD contracts/programs ●

Six Sigma Certification

Required Education : ●

Bachelor degree in Accounting, Finance, Business or related field with 7 years related experience or Master's degree with 5 years related experience.
