Despite repeated threats of action if they did not start cane crushing, the sugar industry is reluctant to resume operation of the mills until the government declares the state advisory price (SAP) for cane.

During a meeting with the mill owners Wednesday, cane commissioner Subhash Chandra Sharma asked them to start crushing this month.

"The commissioner has made it clear that action will be taken if the owners do not start the mills by the set date. Although they have assured that preparation are on for cane crushing," said Dr Bhupendra Singh Bisht, Chief Publicity Officer.

The industry, however, has not declared a date so far. "We cannot do so until the state government declares a reasonable and viable SAP," maintained Deepak Guptara, Secretary, UP Sugar Mills Association, who was present in the meeting.

The owners have repeatedly demanded that cane cost be linked to that of the sugar, which is decreasing. The industry had earlier quoted a SAP figure of Rs 225 per quintal, citing that the condition of state sugar industry is precarious and mills would lose more if they undertook crushing operations than if they shut them in the prevailing conditions.

On Tuesday, the farmers' representatives had put forth a demand cost between Rs 310 and Rs 320 per quintal of cane for this year. Chief Minister Akhilesh Yadav had on Monday asked the mill owners in Meerut, Saharanpur and Moradabad division to begin crushing by November 25 and those in eastern UP by November 29.

Meanwhile, the government has already completed the process of cane area reservation and declared the dates of introducing 24 cooperative sector sugar mills.
