California sues SAP over failed payroll software project - InfoWorld

SAP has been slapped with a lawsuit by California's state controller over a payroll software implementation the office says cost taxpayers a vast sum of money, but has never worked correctly.


"After three years, and paying SAP approximately $50 million to integrate its own software into a new payroll and benefits system for the state of California, all the [state controller's office] has to show for its investment is a system that could not get the payroll right even once over an eight-month period for a pilot group of only 1,500 employees," the lawsuit states.

The suit, filed Thursday in Sacramento County District Court, comes after a lengthy back-and-forth between the state and SAP over the system, which was supposed to serve 240,000 workers and replace 30-year-old legacy systems.


Controller John Chiang terminated the state's contract with SAP in February, alleging that the vendor had failed to stabilize the system. It generated "significant errors" in payroll runs conducted during the pilot program, which centered on workers in Chiang's office, including "under or over-compensation of wages" and "failure to report contributions to retirement accounts," according to the suit.


SAP is reviewing the state's complaint, spokesman Andy Kendzie said via email Friday.


"We will say -- as we have said consistently over the course of this engagement -- that SAP software is not the culprit here, nor was SAP's performance in implementing the software," Kendzie said. "Our software works exactly as it is designed and we have successfully implemented the software with other clients. Moreover, we are very disappointed that the Controller's office sought to move this problem to litigation when SAP was working earnestly with the Legislature to solve the State's problems with its payroll implementation."


In a report released in August, the California state senate also found that the controller's office contributed to the project's woes due to "lack of transparency and proper management oversight," Kendzie noted. "We stand behind our software and our actions on this project."


California taxpayers so far are out much more than the $50 million paid to SAP. More than $250 million has been spent on the system, which is called MyCalPAYS and dates back to 2005. SAP joined the project in 2010 after the original contractor, BearingPoint, was fired.


It's not clear how much benefit the state will gain from the lawsuit.


SAP and Deloitte Consulting found themselves sued in a separate case by Marin County, Calif., over a troubled SAP software project there.


The ugly legal battle that ensued ended in a settlement, but reportedly only netted the county $3.9 million while it spent $5 million on legal fees. The county is starting from scratch on the ERP (enterprise resource planning) project, which has cost it at least $30 million.


Large-scale ERP projects are complicated affairs, with both customers and vendors required to play important roles in mapping over data and processes from legacy systems to the new software, making any project ripe for finger-pointing when matters go awry.


Public sector implementations can present an additional layer of risk and complexity, particularly for payroll, given that employees may be represented by multiple unions with differing contracts and work rules.

Germany's SAP may speed up shift to the cloud - Reuters

BARCELONA (Reuters) - German business software group SAP may speed up a shift towards providing its products over the internet in order to tap demand for so-called cloud services and take advantage of Germany's reputation for data privacy, it said on Friday.



SAP and rivals such as IBM and Oracle are dashing to meet surging demand for cloud computing, which allows clients to reduce costs by ditching bulky local servers for network-based software and storage in remote data centers.



With the cloud services market forecast to grow 18.5 percent this year to $131 billion worldwide, according to research firm Gartner, competition is fierce and software firms face a challenge to adapt.



"We have a situation now where we see the move to the cloud, particularly in certain markets like North America, happening even faster, and this is a great opportunity for us to revisit whether we should accelerate the move to the cloud," SAP co-chief executive Jim Hagemann-Snabe said at a Morgan Stanley investor conference on Friday.



He said accelerating the shift could make it a little harder for SAP to meet its 2015 sales target of 20 billion euros ($26.9 billion), but could be beneficial over the medium term.



"This would have impact on the 2015 level, I don't expect enormous impact but it would have some impact because you are delaying some revenues. However in a (2017) time frame you would have more than that back, so I think it would be the right thing for the company if we had the opportunity," he said.



In the first nine months of the year, SAP generated 547 million euros in cloud subscriptions and support revenues.



It has a target for revenue of 750 million euros from this field for this year, while aiming for 2 billion euros by 2015.



As well as IBM and Oracle, SAP faces competition from smaller rivals like Salesforce.com Inc and Workday Inc, and the group spent $7.7 billion last year to buy Internet-based computing companies Ariba and SuccessFactors.



Questions about the security of data stored in cloud, and often on servers in many countries, have intensified this year after accusations about spying by authorities from the United States and other countries.



Hagemann-Snabe said the fact SAP was based in Germany, which has some of the most stringent data protection laws, was "absolutely" an advantage in winning new business in Europe and countries such as China.



"I think we have the benefit of being global in the sense that we actually have data centers in all regions," he said.



"With the investments that Germany, in particular (German Chancellor) Merkel, have done in the relationship (with China), SAP is actually a preferred vendor, so we see an opportunity to use this situation to accelerate our business."

The stock has a 50-day moving average of $78.44 and a 200-day moving average of $75.72. The company has a market cap of $99.514 billion and a P/E ratio of 24.78.


SAP Aktiengesellschaft (NYSE:SAP) last released its earnings data on Monday, October 21st. The company reported $1.00 earnings per share for the quarter, beating the analysts’ consensus estimate of $0.81 by $0.19. The company had revenue of $4.06 billion for the quarter. During the same quarter last year, the company posted $0.52 earnings per share. SAP Aktiengesellschaft’s revenue was up 2.7% compared to the same quarter last year. Analysts expect that SAP Aktiengesellschaft will post $3.37 EPS for the current fiscal year.


SAP has been the subject of a number of other recent research reports. Analysts at Barclays upgraded shares of SAP Aktiengesellschaft from an “equal weight” rating to an “overweight” rating in a research note to investors on Friday, November 15th. They now have a $95.00 price target on the stock, up previously from $70.00. Separately, analysts at Bank of America Corp. initiated coverage on shares of SAP Aktiengesellschaft in a research note to investors on Wednesday, October 23rd. They set a “buy” rating on the stock. Finally, analysts at Jefferies Group raised their price target on shares of SAP Aktiengesellschaft to $80.00 in a research note to investors on Tuesday, October 22nd. They now have a “hold” rating on the stock. Eleven equities research analysts have rated the stock with a hold rating and eight have issued a buy rating to the company’s stock. The stock presently has an average rating of “Hold” and an average price target of $80.60.

SAP rejects plans to pit Europe against US after NSA scandal - CRN - UK

SAP has ruled itself out of proposals to create a European super vendor in order to weaken reliance on US tech firms in light of the NSA snooping scandal.


Over the summer, the US' National Security Agency (NSA) was accused by whistleblower Edward Snowden of working with US tech giants such as Google, Microsoft, Apple and Facebook to spy on Europeans' data.


In light of the scandal, European politicians have considered taking measures to ensure such companies give full disclosure on their data use, but more recently German politicians have led the way in floating an idea for top European tech firms clubbing together to ensure citizens here are less reliant on US rivals.


But the "IT Airbus" as it is called – referring to the European jet maker which fiercely rivals US' Boeing business – has not caught the imaginations of everyone, with SAP firmly ruling itself out.


Jim Hagemann Snabe, chief executive of Europe's largest software maker, said the idea to cut off the US made no sense.


"A merger between some European IT companies with the aim of drawing a line between them and the rest of the global market, does not make any sense," he told Reuters.


"Such an endeavour would be doomed to fail from the outset."


Recent research by German analysts Software Cluster and Fraunhofer pinpointed 15 key regions across the continent which it thinks are leading the way in the region's software industry and could be best placed to take on the US' dominance of the software market.


London and the Berkshire, Buckinghamshire and Oxfordshire regions were listed among the group, and researchers claimed the recent NSA scandal could see the pendulum swing towards European players.

SAP Helps Bidco Streamline Its HR Processes - AllAfrica.com

SAP leads burgeoning mobile enterprise app development platform market - CIOL

The "Worldwide Mobile Enterprise Application Development Platform 2013-2017 Forecast and 2012 Vendor Shares" report highlights SAP Mobile Platform as capturing nearly 49 percent of the mobile enterprise application development platform (enterprise MADP) market with the nearest competitor having less than 5.8 percent share in 2012.

Prime Minister's Economic Advisory Council chairman C Rangarajan, who had last year recommended complete decontrol of the sugar sector, may review his panel's proposed formula of revenue sharing between mills and farmers for cane supplies should producing states so wish, food minister KV Thomas said on Thursday. A top government official also added that Rangarajan was willing to review the formula and help break the logjam in Uttar Pradesh over major mills' refusal to crush cane this season if producing states also agree to do away with the practice of "arbitrary fixing" of cane prices way above the price announced by the Centre.


Last October, the Rangarajan panel had suggested linking sugarcane price to the rates of its by-products, and recommended that 70% of ex-mill prices of sugar and each of its three major by-products — bagasse, molasses and press mud — be paid to farmers for cane supplies. Alternatively, the state government can also fix cane price at 75% of the sugar price, it had suggested. The benchmark price fixed by the Centre — called the fair and remunerative price (FRP) — should be the minimum price for cane purchases, it had added.


"The actual payment for cane dues will happen in two steps. The first will be the payment of a floor price based on the FRP as per the extant mechanism. The rest of the payment of cane dues will be done subsequent to the publication of half-yearly ex-mill prices on the lines indicated," the committee had said.


The willingness to review the formula signals it may be tweaked to give farmers a slightly better deal, but producing states will still oppose any attempt to strip them of their powers to fix the cane price over and above the rate set by the Centre, as for them this is about politics and not economics, said a senior executive with a UP-based mill.

The delay on the part of the State government in fixing State Advised Price (SAP) for sugarcane, the prevailing drought in the district, and the prolonged load shedding were among the issues discussed at the farmers’ grievances day meeting held here on Thursday.


Representatives of farmers’ organisations demanded the State government to announce the SAP immediately and provide compensation to farmers who have suffered huge loss due to monsoon failure. A.K. Rajendran, district president, Tamil Nadu Cane Farmers Association, demanded compensation for drought-affected farmers before Lok Sabha election .


M.A. Subramanian, District Revenue Officer, who presided over the meeting, said that district administration has already sent a report to the State government on the drought condition.


Mr. Rajendran complained that farmers could not operate their pumpsets due to load shedding and demanded uninterrupted power for at least six hours during day-time.


The Central government had fixed Rs. 2,100 per tonne as the Statutory Minimum Price (SMP) for cane. While the Uttar Pradesh government was offering Rs. 3,000 per tonne of cane, the Karnataka government had announced Rs. 400 in addition to the Central government price. Hence, Tamil Nadu government must offer an SAP of Rs. 3,500, he said.


P. Viswanathan, State president, Tamizhaga Yeri Matrum Atrupasana Vivasayigal Sangam, and R. Raja Chidambaram, State secretary, Tamizhaga Vivasayigal Sangam, said that State government should have announced the SAP in October . Last year, the State offered Rs. 2,350 compared to Rs. 1,700 fixed by the Centre. They demanded the State to fix the SAP at Rs. 4,000 .


Mr. Viswanathan demanded construction of a check dam across Kallar River between Krishnapuram and Vembavur, which would help in improving the groundwater level and in recharging wells in Veppanthattai union, he said.


When he demanded proper implementation of wasteland development project by sanctioning loans for digging farm ponds, Mr. Subramanian said that the response from farmers for digging farm ponds has not been encouraging. R. Kanagasabai, joint director of agriculture (in-charge), said it was targeted to establish 1,000 farm ponds in the district and beneficiaries too were identified.


While work on 250 farm ponds had been completed, work on another 350 farm ponds was in progress. Cotton raised in about 50,000 acres has been hit by verticillium , and Rs.20, 000 per acre should be paid as compensation to the affected farmers, Mr. Raja Chidambaram said.

"A merger between some European IT companies with the aim of drawing a line between them and the rest of the global market, does not make any sense," SAP co-chief executive Jim Hagemann Snabe said on Wednesday, in an e-mailed response to questions from Reuters.


"Such an endeavour would be doomed to fail from the outset," he said, adding it would lead to less competition, less innovation and less growth in a globally-focused sector.


Government snooping is a sensitive subject in Germany, which has among the strictest privacy laws in the world, since it dredges up memories of eavesdropping by the Stasi secret police in the former East Germany.


German politicians in favour of IT companies teaming up, such as Merkel, argue it would make Europe less dependent on US technology and data groups including Microsoft, Google and Cisco.


It would copy the success of planemaker Airbus, part of European group EADS, which compete head-to-head with US rival Boeing in the global aerospace market.


Hagemann Snabe said Europe's IT sector needed to promote competition and foster young talent. "This way we will create the next generation of young IT companies in Europe, thus ensuring growth and progress," he said.


While some of SAP's US rivals have said they were expecting setbacks from the spying allegations, SAP said the current debate around privacy in Europe is helping its business.


Still, the company will not proactively launch a campaign as it does not want to offend its US customers.


Hagemann Snabe made a plea for international standards for data protection both in Europe and the United States, echoing European telecoms commissioner Neelie Kroes.


The European Parliament's civil liberties committee recently voted for a tougher data privacy regime in Europe.


That vote cleared the way for negotiations with member states, with the aim of having a new code of conduct agreed by May next year, the first fundamental updating of Europe's data protection laws since 1995.

Emirates is already the biggest customer for the Airbus flagship with orders for 90 jets, and had taken delivery of 38 by the end of October.

SAP Explores Hana Applications in Expanding Medical Market - Wall Street Journal

SAP AG (SAP) plans to step up its revenue from the medical industry, where the company sees its Hana database management software complementing the research of pharmaceutical firms and medical institutions.


The German software developer has already started applying the Hana system to medical research projects, such as at Berlin's Charite hospital, and is close to generating other new business opportunities, SAP manager Franz Faerber told The Wall Street Journal Deutschland in an interview.


"We assume we'll be able to report the first deals in 2014," said Mr. Faerber, who is responsible for the development of the Hana database system.


As the population of industrial economies ages, new opportunities are generated in human genome and protein analysis, creating a "mass market" for research in these fields, the manager explained.


"The major pharma companies are all potential cooperation partners," Mr. Faerber added. "We've seen interest from [large pharma companies] after holding first discussions with them," he explained, adding SAP is particularly optimistic about the application of its software in human genome analysis.


SAP hasn't yet made concrete revenue projections for the area, but "we might say more when we put out fourth-quarter figures," Mr. Faerber said. Fourth-quarter SAP earnings are due January 21.


SAP's software, which can analyze massive quantities of data in real-time, could help to determine exactly which quantities of medicines are most effective, Mr. Faerber explained. This could reduce the number of ineffective doses for patients. Experts assume, for example, that only about half of chemotherapy treatments are effective. If SAP's software can help reduce the number of ineffective medical doses, it would not only save the health care system cash, but could also help patients avoid a lot of suffering.

NEW AG: New SAP ERP System Makes Accounting and Logistics Even More Efficient

New general ledger and process design by Acando and Stellwerk


The company NEW AG based in Mönchengladbach has rolled out a new SAP ERP system with support from Stellwerk and Acando. Alongside economic considerations, the old system was replaced in order to redesign logistics and accounting processes and to introduce SAP New General Ledger.


NEW AG (Niederrhein Energie und Wasser) had been using SAP ERP in combination with the industry solution IS-U. Acquisitions, spinoffs, and restructurings, however, had led to a considerable expansion of structures. SAP New GL is to be introduced in accounting as well. "Our primary goal was to realize an efficient and precise system, optimally made for the reporting and invoicing regulations faced by utility firms," said Michael Theisejans, Head of Accounting and Tax at NEW AG, in discussing the department's requirements.


The Management and IT consultancy Acando GmbH and accounting specialist Stellwerk Consulting GmbH devised the implementation of the new system. "This reworking allowed us to significantly cut back on what used to be 2,500 individual developments and thus return to the standard. NEW AG now has more efficient logistics and accounting processes and a sustainable system," said Acando Project Manager Werner von den Driesch. The consultancy conducted the design and the coaching of the staff. The project was managed jointly with the accounting and tax department and the IT department at NEW AG. Logistics processes were upgraded to meet the latest standards by optimizing internal billing processes as well as harmonizing vendor and customer records and master data.


Converting accounting over to the SAP New GL ledger solution brought about a uniform chart of accounts meeting the many reporting requirements. "The new system meets all of the requirements applicable to utility firms. Activity balance and consolidated data are mapped, and parallel accounting is provided, which is required under four relevant regulations," said Detlef Schreiner, Project Manager at Stellwerk Consulting, about the accounting-related changes.


The successful teamwork by NEW AG and the two service providers made it possible for the new SAP system to go live after only one year of project work. NEW AG's main operational benefits are clearer organizational structures, better-organized master data, and a high degree of automation in posting processes.

SAP AG (SAP) plans to step up its revenue from the medical industry, where the company sees its Hana database management software complementing the research of pharmaceutical firms and medical institutions.


The German software developer has already started applying the Hana system to medical research projects, such as at Berlin's Charite hospital, and is close to generating other new business opportunities, SAP manager Franz Faerber told The Wall Street Journal Deutschland in an interview.


"We assume we'll be able to report the first deals in 2014," said Mr. Faerber, who is responsible for the development of the Hana database system.


As the population of industrial economies ages, new opportunities are generated in human genome and protein analysis, creating a "mass market" for research in these fields, the manager explained.


"The major pharma companies are all potential cooperation partners," Mr. Faerber added. "We've seen interest from [large pharma companies] after holding first discussions with them," he explained, adding SAP is particularly optimistic about the application of its software in human genome analysis.


SAP hasn't yet made concrete revenue projections for the area, but "we might say more when we put out fourth-quarter figures," Mr. Faerber said. Fourth-quarter SAP earnings are due January 21.


SAP's software, which can analyze massive quantities of data in real-time, could help to determine exactly which quantities of medicines are most effective, Mr. Faerber explained. This could reduce the number of ineffective doses for patients. Experts assume, for example, that only about half of chemotherapy treatments are effective. If SAP's software can help reduce the number of ineffective medical doses, it would not only save the health care system cash, but could also help patients avoid a lot of suffering.
